I decided to run for Mayor of Frederick because we’re at an inflection point for the future of Frederick. We’re the 2nd largest and fastest growing city in the State of Maryland, yet we continue to govern as if we’re the small town that we were decades ago. In order for Frederick to achieve its potential, we need new and visionary leadership, ingenuity, innovation, resourcefulness and business sense that listens to our community so that we can all bring Frederick into the future together.

Meet Ron Beattie

Ron loves Frederick, and that’s why he and his wife decided 14 years ago to make this their home. His 40+ years helping lead private, non-profit and government organizations make him the ideal candidate for Mayor. After moving here he wanted to lend some of his vast experience to help the City thrive and during his four plus years on the City Planning Commission Ron has been a strong advocate for sustainable and thoughtful growth. In this role, though, he also saw that decisions being made and the lack of long-term planning will have negative effects on the quality of life here. Ron wants to assure that Frederick remains a ‘special place’ for ALL into the future.

PEOPLE

Frederick is a great place to be primarily due to the people that live and work here. The passion and love that they have for this special place is evident. While on the surface many people believe ‘everything is fine,’ a lot are struggling to remain here due to the rising cost of housing, transportation, day care, food, health care and other items. To help keep the city affordable through the difficult times to come, our local government must listen to the needs of the citizens and work alongside them to find the best solutions. We will need creativity and innovation to help all boats rise.

DAYCARE COSTS

The recent closing of the FCC daycare center has brought to light a fact for many of our residents—day care is not available or affordable. My administration will work together with local NGOs, the County and others to use the power of the City to look for possible solutions—use of City/County facilities, develop Public Private Partnerships, work alongside the faith community. Noone can feel safe and secure without the knowledge that their children are being properly cared for. This must be addressed to allow people to survive and thrive here.

AFFORDABLE HOUSING

The current cost of housing in Frederick is forcing many lifelong residents and those at lower income levels to leave. This must be addressed from many fronts to keep this city attainable for those that live and work here. Dysfunctional planning is one area that helps drive up costs due to lengthy development windows. Shortening the development cycle means less cost to developers and lower rents and house prices. I will use technology to help streamline the process and cut this time down. We are also in dire need of moderately priced housing. By putting any 100% moderately priced dwelling unit project at the head of the line, we can help expedite these developments and save residents money.

SCHOOL OVERCROWDING

The issue of not enough school rooms or teachers for our children is one that has been escalating over the past decade. Millions of dollars in fees that have been collected from developers to help address this go unspent under the current administration. The excuse often cited by City elected officials and staff - “we don’t control the school system” - does not fly anymore. My administration will work hand in hand with FCPS, the County and educational stakeholders to find collaborative solutions to this critical issue.

THE VOICE OF THE PEOPLE

The Mayor and City Hall have stopped listening to the citizens of Frederick. The well-intentioned Neighborhood Advisory Councils (NACs) are ineffective in many instances due to the lack of interest and support from the current administration. New ideas, concerns and offers of support from residents go unheeded and unacted upon. I will work to strengthen the NACs, align them with the new City Districts, and establish programs to gather citizen input. I will listen—and more importantly I will act.

Struggling & Marginalized Populations

With rising costs and the loss of funding due to the unhinged regime in DC, many citizens are on the margins to keep their homes, their jobs, their health and put food on the table. The number of citizens who are ALICE, homeless and struggling with mental health and substance abuse issues continue to rise. It will take leadership, creativity and risk-taking to muster our resources and help those most in need. Without this many of our residents may have to move from Frederick - or worse. The current departments serving these populations must be led from the top and empowered.

PLACES

Frederick is a gem due to the vision of city leaders in the 1980s, when long-term vision created Carroll Creek Park, Weinberg Center and many other treasures we enjoy today. As Frederick has grown from a large town to the fastest growing city in the state, however, we are at another inflection point where visionary leadership is needed to plan for the future. By building bridges and fostering open dialogue between citizens, city agencies, NGOs, businesses and developers we can cut costs and deliver more effective services. Only through thoughtful planning can we maintain this special place.

Planning for the future

True long term ‘planning’ for land development and many other issues has not existed in Frederick for decades. The result is unbridled growth and just reacting to developers. This is coupled with the current administration’s unwillingness to implement the aspirational 2020 Comprehensive Plan. Developers will step into and operate in a vacuum if that is what is available to them. But the result is a lengthy, expensive process for all that adds cost to rental and housing prices. I will work to bring all parties to the table early so that we can truly plan for what we want our City to be and work alongside those who can bring the capital to make it happen. And I will reestablish the important role that a Planning Director should have in the fastest growing City in MD.

TRAFFIC CONGESTION

When you have a lack of planning as Frederick currently does, it is natural that results such as traffic congestion will occur. Accounting for traffic after development has already occurred does not work and we are seeing that now in the city. I will work to implement a planning process that adequately accounts for traffic before building. The use of AI technology and smart traffic systems can help with our current situation, which will only worsen as new developments come on line - hotel and conference center, new South Street apartments, Renn Quarter. We can make a positive difference if we choose to act.

ECONOMIC DEVELOPMENT

The City of Frederick has tremendous unrealized economic potential due to the lack of a comprehensive development plan and a lack of coordination within City government. There has also been an inherent resistance of the City to work with community groups and developers. Just as in planning, economic development staff seem to wait for projects to come to them instead of proactively promoting areas for development. For instance, the Downtown Hotel & Convention Center took an eternity to come to fruition and the process was deeply flawed from the start. I will look to better coordinate with city departments and within the community at large to bring forward ideas and solutions.

THINGS

Frederick is a hub for art, architecture, culture and history. Many people have chosen to live or visit here to take advantage of these wonderful elements. The City government must do a much better job working alongside the artists, historians, musicians and others who bring this to life and help create an economic engine. We have incredible ethnic diversity here that is not celebrated enough—the unique culture and heritages across the entire city need to be highlighted. Every section of the city has their own unique challenges and opportunities and we must work to find the most effective way to address their issues.

ARTS & HISTORY

Art and history are a huge part of the fabric of Frederick. You can see it as you walk through our city. But they could be much larger economic engines for both the artists who struggle to live here and the wider community. Due to its unique architecture and location, Frederick could be a primary destination for visual arts, music, and history on the East Coast. The almost 300-year history of the city and its former residents is unique. We must look to celebrate this more and capture the economic value of it. I would work hand in glove with these communities to find solutions to reduce costs to make this a bigger part of what makes Frederick special.

CULTURE & HERITAGE

There is an untapped potential that exists in our City that has been for too long overlooked - the incredible number of different cultures that live and work here. With an estimated 80+ languages spoken throughout our city, we are truly an international melting pot. However, many of these residents have not had their voices heard or issues addressed. Many struggle with basic requirements for a happy life—affordable housing, day care, transportation, recreational opportunities. I will work closely especially with the newly elected City Council District 2 representative to not only address these issues, but to work together to bring attention to the incredible opportunity this diversity brings to our city.

Sustainability & Climate Change

The long term outlook regarding our environment is grim. We must act now to help mitigate the impending effects of climate change, which includes flooding, rising costs for water, increasing heat and drought, and others. While the City cannot solve all the elements in this complicated issue, it can be a beacon for its citizens and other communities on actions they can take. I will work alongside established local NGOs dedicated to this and establish a City/County coordinated effort to implement sustainability initiatives. We’re all in this together and we must pool our resources and knowledge at this critical time.

As a City Planning Commissioner for four years I could see the decisions being made that will impact the City 10, 20, 30 years down the road. True planning has not been done in Frederick for several decades. Rather than planning for what we want we are reacting. This will lead to further school overcrowding, snarled traffic, and a loss of uniqueness. True long term planning will be a cornerstone of my time as Mayor.

One of the most anticipated developments in Frederick—many say the jewel—is Brickworks. Why was the city Economic Development office not working alongside Planning staff to maximize the value of this site? We will now have residences adjacent to four existing industrial uses. Those businesses could have been moved to another location to the benefit of all.

The Neighborhood Advisory Councils (NAC) are a mechanism to get feedback from city residents. The NACs have never achieved their potential under the current administration as they are not seen positively. I will re-energize the NACs to align with the new City District structure so that citizen concerns and ideas can be heard and acted upon.
